No action taken. <br /> <br />  <br />Information, Reports and Other Business <br />9. <br /> <br />a) Review of a Neighborhood Enhancement Program – “Stories and Issues from the <br />Field”, “What Issues are we trying to fix? What are we trying to accomplish? What are the <br />situations we are trying to prevent?” (HF0025) <br /> <br />Executive Director Bennett provided a summary of the purpose of the process which is to <br />evaluate a Neighborhood Enhancement Program to help the HRA provide a solid <br />recommendation to the City Council in 2005 regarding programs that could be implemented in <br />2006 to improve Roseville’s neighborhoods over the next several years and into the future. In <br />addition Bennett noted the increase in non-homestead properties from 1997 and 2002 to 2004 <br />which has almost doubled. However, Bennett noted that not all non-homestead properties. It is <br />clear though that there is an increasing trend over the years. <br /> <br />Don Munson and Rick Talbot provided a summary of the current code enforcement work, the <br />type of calls and concerns they receive from residents regarding rental property and the trends <br />they are observing in the field. <br /> <br />Member Majerus reiterated that this discussion tonight was the beginning of a thorough process <br />to review rental property issues and how they affect neighborhoods. The process will take <br />several meeting and several months and will generate many questions and options. <br /> <br />Member Bean asked about adult foster care homes, needs of mentally challenged adults and <br />group homes and if they are considered rental properties. Welsch mentioned that they are <br />mandated and enforced by State Law. <br /> <br />Member Millasovich asked if the serious issues are more associated with rental properties or <br />elderly distressed people? Munson noted that both are difficult with separate issues of <br />compliance and enforcement. City staff will work more closely and leniently with owner occupied <br />properties where the owner may not have the physical or economic capacity to make the <br />improvements. Staff refers these issues to the Housing Resource Center. Rental owners are <br />treated more like a business. <br /> <br />Chair Majerus requested that the HRA look at what the issues are of other first ring suburbs. Are <br />they seeing the same trends? What are others doing to address these issues? <br /> <br />Member Millasovich asked about what it would take for the City to get some enforcement. <br />Welsch noted that it does relate to staffing and budget along with more stringent codes. He also <br /> <br />noted that existing ordinances would need to be updated. <br /> <br />b) Other Board Member and Staff Reports – verbal reports <br /> <br />Welsch noted that the Planning Commission has requested that the Chair and staff of each of <br />the commissions provide a summary of their activities at the meeting of December 1st. <br /> <br />Bennett updated the members on Council activities. The Council adopted the Multi-Family <br />Housing Study Report and will consider their part of the Principles of Communication at a later <br />date. In addition, the Council discussed the HRA levy and how it affected the City levy.
