Mr. Mark Maloney
April 21, 2008
Page 2
well as flow and water quality monitoring at the major discharges to the Central Park East wetland
can be performed in 2009. Since the watershed runoff model (P8) for the Lake Owasso watershed
will be calibrated to the 2008 monitoring data at Dale Street the Lake Owasso UAA can be completed
without the 2009 monitoring. Therefore, the 2009 monitoring efforts and results would need to be
presented in a separate report that could be completed in the first quarter of 20]0.
The following table is a summary of the proposed work for Option l and Option 2 of the Optional
Task (monitoring of the yard waste compost site) as well as the estimated costs.
Tasks Cost
Option 1
Optional Task -Option l :Complete Runoff Monitoring at the $5,623
Yard Waste Compost Area in the City of Roseville during the
Spring, Summer, and Fall 2008, Results included in the Lake
Owasso UAA
TOTAL( Option 1) $5,623
Option 2
Optional Task -Option 2: Monitor h'lows and Water (Zuality at ~3y,3~3
Dale Street during the Spring, Summer, and Fall 2008. If areal
loading of P is significantly higher than the rest of the watershed,
complete runoff monitoring at the yard waste compost site as well
as inflows to the Central Park East wetland in 2009. Prepare and
present monitoring results report.
TOTAL(includirzg Optional Task -Option 2) $39,373
Additional details about each task and why it is important to the study of Lake Owasso is discussed
further in the sections below. Attached is an updated schedule for the completion of the study
assuming the Optional Task -Option 1 (Attachment A) as well as the itemized cost estimates for the
proposed tasks associated with Option I (Attachment B). Attachments C and D provide the
updated schedule and itemized costs, assuming Optional Task -Option 2 is selected and the
monitoring results are included in the Lake Owasso UAA. Also attached is a figure showing the
location of the proposed 2008 monitoring sites as well as the optional monitoring sites as proposed as
part of Option 1 and Option 2 (Attachment E). Attachment F shows photos of the yard waste
compost site and a schematic of the proposed runoff monitoring set-up at the compost site is included
as Attachment G.
Tonal Tasks: st ite taf oitrin
Option l:
Expected Cost: $5,623 (by Barr)
Currently, there are no data available to estimate the water quality of the runoff from the yard
waste compost area or its impact on the overall water quality in Lake Owasso. Water quality
monitoring is recommended during the spring and summer at the outlet of the Central Park East
Wetland at Dale Street to better understand the water quality and flows from this system during
storm events. Although this recommended monitoring site is located near the composting site, it
will be difficult to estimate the contribution of the compost area to the phosphorus and solids
P:AMpls\23 MN\62\2362946\WorkFiles\ProjectManagement\ForGLWMO_04212008\Compost_Monitoring_Revised Letter
Con[t'act_April2l.doc April ?
