Mr. Peterson responded that there is no mechanism to oversee the protection of <br />groundwater. <br />Chair Stark stated that a baseline is needed to compare changes in the quality of <br />groundwater. A baseline of concentrations of chemicals needs to be established for future <br />compansons. <br />Eckman asked if tests would include looking for pharmaceuticals in drinking water. <br />Ferrington requested education and outreach techniques to inform citizens on ways to <br />advance water quality goals. Incentives could be offered, such as some type of tax break <br />for implementing natural protective techniques on private praperty. <br />Chair Stark stated that Ramsey County has more groundwater than recharge in its system. <br />.- �T����L 1�r7 r� 41,a �a��r 1..� rrrrniTl(��x�atPi �'1P��'� <br />o °-�--�--°— <br />Mr. Peterson stated that the Plan would address these issues. <br />Eckman moved and Ferrington seconded a motion for GLWMO to contribute the amount <br />of $1,500 to the Ramsey County Groundwater Plan. <br />Discussion: <br />Board Member Mogg asked the reason GLWMO should contribute to this work. Mr. <br />Peterson responded that the plan is required by statute with the expectation of local <br />participation. Every watershed management organization is Ramsey County has <br />contributed. <br />Board Member Ferrington asked if there would be appropriate review before the plan is <br />accepted and implemented. Mr. Peterson stated that a number of agencies would be <br />reviewing the plan, such as the Metropolitan Council and BWSR. A recommendation as <br />part of the permit process will be that there is no soil contamination at the point of <br />infiltration. <br />Chair Stark asked if the GLWMO organization documents specifically identify <br />groundwater within its jurisdiction to be addressed. Maloney stated that groundwater is <br />identified specifically, but it has never been addressed because there have been no capital <br />resources. <br />Motion carried: Ayes: Eckman, Ferrington, Stark. <br />Nays: Mogg. <br />� <br />
