GRASS LADE WA'T'ER MANAGEMEN'T' ORGANIZATION <br />Minutes of Meeting <br />January 22, 2009 <br />Roll Call: <br />Members Present <br />Board Member Len Ferrington arrived late. <br />Others Present: <br />Karen Eckman <br />Daniel Kelsey <br />Doug Root <br />Chuck Westerberg <br />Mark Maloney - SV <br />Duane Schwartz - RV <br />Cliff Aichinger - Ramsey/Washington Metro <br />Watershed District <br />Scott Sobiech, Barr Engineering <br />Jen Lochler, Barr Engineering <br />Tom Peterson, NATURE Specialist <br />Deanne Allen -Recorder <br />The meeting convened at 5:08 p.m. <br />A. Organizational Items <br />A-I Election of Officers <br />Maloney explained that under the Joint Powers Agreement, GLWMO uses Robert's <br />Rules of Order. In the last couple of years, the Board has operated more by consensus. <br />At a minimum, meeting records must indicate votes on the budgets. <br />It was the consensus of the Board for Eckman to assume the position of Temporary Chair <br />for election of officers. Eckman opened the floor for nominations. Root nominated, <br />seconded by Westerberg that Karen Eckman be Chair and Len Ferrington Vice Chair. <br />Eckman requested that the two positions be voted on separately. Root withdrew his <br />nomination of Len Ferrington for Vice Chair. Eckman requested further nominations <br />three times. Vote: Ayes - 4 Nays - 0 <br />Chair Eckman opened the floor for nominations for Vice Chair. Root nominated Len <br />Ferrington for the position of Vice Chair. Westerberg seconded. After discussing Mr. <br />Ferrington not being present at this time, Root withdrew his nomination.. <br />Root nominated Dan Kelsey for Vice Chair. Westerberg seconded. <br />Vote: Ayes - 4 Nays - 0 <br />
