GRASS LAKE WATER MANAGEENTN ORGANIZATION -JULY 23, 2009 2 <br />B Correspondence <br />The Board acknowledged receipt of the correspondence as listed on the agenda: <br />B-1 The Minnesota Conservation Funding Guide <br />B-2 Metro Watershed Partners Membership <br />B-3 Shoreview Green Community Tour <br />B-4 Minnegram U of MN Water Resources Center <br />B-5 Water Treatment & Distribution Services, Minneapolis Public Works <br />B-6 Freshwater Society <br />C Financial Report <br />Aichinger stated that the report shows financial activity through the end of June and <br />shows the status of bills paid, as requested by the Board. <br />Chair Eckman asked when the joint powers dues are paid to GLWMO and if the Board <br />were to increase costs, would the cities increase their contributions? Schwartz answered <br />that funding comes in July and at the end of the year. Maloney added that if capital <br />projects are planned in the near future that will impact the financial request to the cities, <br />then the cities will want to see afive-year plan to build funding into their budget process. <br />Root asked if budgeted items are waiting to be spent since no quarterly expenses are <br />shown. Aichinger explained that there are categories of expenditures that do not show up <br />until invoices are received, such as press releases or administrative services, which are <br />invoiced once a year. That category will show zero until the invoice is received. <br />D Approval of Invoices <br />The first invoice considered was fora $6,500 cost-share program through the Ramsey <br />Conservation District. <br />Root moved, Westerberg seconded a motion to approve the $6,500 cost-share program <br />with Ramsey Conservation District. Vote: Ayes - 5 Nays - 0 <br />F Well Sealing Proposal <br />Items F and G on the agenda were considered next, as Mr. Jeff Nash was present from the <br />Ramsey Conservation District. <br />Mr. Nash reported that Ramsey County is proposing acost-share program to seal <br />residential wells within the County. A federal grant has been received in the amount of <br />$10,000 to seal wells. The two major factors in cost are depth and access. Twelve <br />residents in the GLWMO District have expressed interest in the program. The County <br />proposes to match 50% of the cost up to $750.00. Ramsey County is requesting $5,000 <br />from GLWMO toward this program. <br />
