Our organization was formed when the Cities of Roseville and Shoreview exe- cuted ajoint powers agreement on De- cember 27, 1983 in response to the Metropolitan Surface Water Management Act. This agreement gave the organiza- tion the authority to address the prob- lems of increased flooding and degraded water quality in the watershed. The legal roles, responsibilities, and powers of our organization are outlined in Minnesota Statute 1036 and the joint powers agreement. The GLWMO has several overall water- shed management purposes, including managing intercommunity stormwater runoff, protecting and preserving water resources, establishing policies for water ''~ resources management, preventing soil erosion, promoting groundwater re- charge, and protecting and enhancing wildlife habitat and water recreation, all while minimizing public capital expendi- tures. -- e_ _;, .. :,~ _ ~- ~ ~~~ - i i august 2009 ~,, ~' f.- 62~11dYJ ,.
