HRA Meeting <br />Minutes – Tuesday, March 16, 2010 <br />Page 4 <br /> <br />1 <br />Discussion ensued regarding the status of the rental registration, with staff continuing to gather <br />2 <br />data in this second year of the registration program. <br />3 <br /> <br />4 <br />Mr. Trudgeon advised that he anticipated that the report would show that there were not as <br />5 <br />many single-family homes being rented as originally thought, but more condominiums and <br />6 <br />townhomes being rented than were originally perceived. Mr. Trudgeon noted that code <br />7 <br />enforcement issues were concentrated more highly in areas where single-family rentals were <br />8 <br />located; and data was available through the registration program to provide staff contact <br />9 <br />information to work proactively with landlords in correcting various compliance issues and <br />10 <br />code violations. Mr. Trudgeon advised that landlords needed to be aware that the right to rent <br />11 <br />in Roseville was a privilege and if you were not in compliance with City Code, you could no <br />12 <br />longer rent. Mr. Trudgeon advised that there were several issues currently under investigation. <br />13 <br />Mr. Trudgeon advised that the majority of landlords were receptive, and there was good <br />14 <br />compliance in registering to-date, with a database now available with more information than <br />15 <br />was previously available. However, Mr. Trudgeon noted that the information would only <br />16 <br />provide a snapshot, and not be all-inclusive. <br />17 <br /> <br />18 <br />10. Information Reports & Other Business (Verbal Reports by Staff and Board Members): <br />19 <br /> <br />20 <br />a. Foreclosure Update <br />21 <br />As bench handouts, Mr. Trudgeon provided 2009 and 2010 foreclosures on a map indicating <br />22 <br />their locations in Roseville, attached hereto and made a part thereof. <br />23 <br /> <br />24 <br />Mr. Trudgeon noted the difficulty in tracking some data from Ramsey County, some potential <br />25 <br />holdovers from previous years, and one area of concern in the James Addition north of <br />26 <br />Rosedale. Mr. Trudgeon advised that staff continued to monitor vacant homes for utility <br />27 <br />and/or vandalism issues; and expressed his observation that, while numbers were comparable <br />28 <br />in 2009 and 2010, the trend appeared to be spiking downward. Mr. Trudgeon also provided <br />29 <br />comparison data of foreclosures in other cities in Ramsey County. <br />30 <br /> <br />31 <br />Discussion included the number of homes currently vacant in Roseville; observation in the low <br />32 <br />number of foreclosures in Falcon Heights; the actual number of foreclosures in comparison to <br />33 <br />the total housing units in Roseville; and Member Elkins’ input that all 2010 projections <br />34 <br />indicate that 2010 will be another difficult year due to job loss, with many home owners <br />35 <br />simply walking away from their mortgages. <br />36 <br /> <br />37 <br />b.
