The HRC is donating <br />93 $100; the League of Women Voters is donating $150. Police and Fire are donating in-kind <br />94 services; Karen community is donating a translator. Roseville Schools will donate childcare <br />95 services since most families will bring their small children. The expenses will be for food and <br />96 transportation and possibly some other incidental costs. <br />97 <br />98 Commissioners Kennedy and Yates said they see this as a pilot project and hope to expand to <br />99 other diverse groups as time goes on. <br />100 <br />101 Commissioner Yates noted that Acting Police Chief Rick Mathwig, Sarah Mahmud and Carolyn <br />102 Curti attended abrown-bag lunch sponsored by her work. A speaker from the Karen community <br />103 was the guest speaker. <br />104 <br />105 Approve Minutes of March 9, 2010 <br />106 <br />107 Commissioner Grefenberg moved and Commissioner Yates seconded approval of the minutes <br />108 and insert the word "unanimously" on line 102. Motion prevailed unanimously. <br />109 <br />110 4b. Discussion on Email Usage and Avoiding Violating Open Meetings Laws <br />111 <br />112 City Manager Bill Malinen reviewed the city's policy on electronic communications. He said <br />113 that using email to communicate amongst each other could lead to the perception that the council <br />114 or commissions may be attempting to set policy outside of public view. <br />115 <br />116 Commissioner Grefenberg objected to the implication that commissioners cannot communicate <br />117 with each other. Commissioners then asked several questions about what is allowed. Malinen <br />118 clarified that the language does not say they cannot communicate; rather a quorum of <br />119 commissioners cannot communicate about a given topic outside of a public meeting. <br />120 <br />121 Chair Singleton reminded everyone to be mindful of the policy. <br />122 <br />123 City Constellations <br />124 <br />125 City Manager Malinen distributed a map created by Parks and Recreation that divides the city <br />126 into constellations. He described the constellations as potentially helpful for neighborhoods and <br />127 outreach. Using the constellation concept, every home is within one-half mile radius of being <br />128 served by some sort of city facility. He emphasized that the constellations are in the draft stage <br />129 <br />130 Commissioners asked whether population statistics are available for the constellations. They <br />131 thought this could be used as the commission works on civic engagement. <br />132 <br />133 5. Public Comment <br />134 <br />135 Chair Singleton asked for public comment.
