May 11, 2010 <br />Item 3 B <br />Program Planners <br />Program Planners Committee Report <br />Roseville Human Rights Commission <br />May 3, 2010 <br />The Committee has not met since our last Commission meeting. Individually we have <br />been reviewing the literature, assessing various models of community participation, and <br />compiling information. The following is a summary of our current thinking, in effect, a <br />Primer on Roseville Civic Engagement. <br />Current Status Update: Civic Engagement Project <br />Committee Objective: to develop a plan for civic engagement in Roseville to be <br />presented to the Human Rights Commission and the City Council. Working title: A Civic <br />Engagement Framework for Roseville. <br />Why: Last year the City Council, in consultation with the Human Rights Commission, <br />assigned to the Commission the responsibility of engaging Roseville residents at the <br />neighborhood level in civic governance, one of Imagine Roseville's goals. <br />In response the Human Rights Commission revised its own Strategic Plan by adding the <br />following goal and concurrent objectives: <br />Fostering community through inclusive, welcoming, responsive neighborhoods <br />and city government <br />A. Develop a process to assess city government activities, programs and services for <br />accessibility so that city activities, programs and services may be understandable <br />and responsive to a diverse citizenry.... <br />C. Develop programs and recommendations for the Council to encourage and assist <br />in the development of neighborhood groups, forums, and networks in order to <br />provide residents with a sense of belonging and facilitate effective citizen <br />engagement. <br />The Program Planners Committee's role is to draft a plan for the Human Rights <br />Commission to implement the above objectives. <br />How: In December the Human Rights Commission authorized a grant application to the <br />Minnesota Department of Human Rights in order to obtain a Bremer Foundation grant. <br />That application was successful, and in January, 2010, the Commission received a $1,500 <br />grant "to support developing a framework for future civic engagement efforts." <br />Program Planne-s Committee Report May 3, 2010 <br />
