~eN~ <br />~I~ ali <br />~~~a~ <br /> <br />EXTRACT OF MINUTES OF MEETING OF THE <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br />1 Pursuant to due call and notice thereof, a regular meeting of the City Council of the City <br />2 of Roseville, County of Ramsey, Minnesota, was held on the 26~' day of April 2010 at 6:00 p.m. <br />3 The following Members were present: <br />a and Members were absent. <br />5 Council Member introduced the following resolution and moved its <br />s adoption: <br />7 RESOLUTION NO. <br />s A RESOLUTION ESTABLISHING A POLICY FOR REVIEW AND APPROVAL OF <br />RESIDENTIAL SOLAR ENERGY SYSTEMS <br />1 o WHEREAS, the Community Development Department has received increased interest in <br />11 residential solar energy systems; and <br />12 WHEREAS, the existing zoning regulations (Title 10) of the Roseville City Code does <br />13 not provide any guidance or regulations on such accessory residential uses; and <br />14 WHEREAS, Roseville's 2030 Comprehensive Plan includes specific goals and policies <br />15 regarding sustainability and the use of sustainable practices and encourage and promote the use <br />1 E of alternative energy such as solar and wind; and <br />17 WHEREAS, the City Council has determined it is in the best interest of the community to <br />1 s create a policy now versus waiting until the zoning ordinance update process is finished to <br />19 address such alternative energy systems; <br />20 NOW THEREFORE BE IT RESOLVED, by the Roseville City Council, to APPROVE <br />21 the following definitions and approval requirements: <br />22 <br />23 DEFINITIONS <br />24 Active Solar System - A solar energy system that transforms solar energy into another form of <br />25 energy or transfers heat from a collector to another medium using mechanical, electrical, or <br />26 chemical means. <br />27 Building-integrated Solar Systems - An active solar system that is an integral part of a principal <br />28 or accessory building, rather than a separate mechanical device, replacing or substituting for an <br />29 architectural or structural component of the building. Building-integrated systems include but are <br />3o not limited to photovoltaic or hot water solar systems that are contained within roofing materials, <br />31 windows, skylights, and awnings. <br />32 <br />Page 1 of 6 <br />
