It is also obvious that the church really wants this garden as an opportunity <br />for Christian outreach and to grow their membership. They have listed these <br />reasons as their primary reasons on the Developing a Vision for Your Garden <br />worksheet. (RCA attach. p. 54-5).5 So you can see my concern with Roseville's <br />role in partnering with the church by providing advertising and supplying the <br />gardeners. (RCA attach. p. 41). In my opinion, the City did not maintain a <br />necessary appearance of neutrality in this venture, so I hope the City Council will <br />correct this and order a CUP so that the church's planned activity can be <br />regulated -instead of being befriended. If not, I fear in the future that the City <br />will be sponsoring Catholic water parks and Lutheran Frisbee golf courses. <br />I ask that the City include this letter in the packet of materials for the City <br />Council to review. (RCA attach. p. 55). <br />The signatories to the appeal (64 in all and growing) feel much differently about this. <br />
