Exhibit A NOTICE OF BOND SALE $8,640,000· GENERAL OBLIGATION IMPROVEMENT REFUNDING BONDS, SERIES 1994 CITY OF ROSEVILLE, RAMSEY COUNTY, MINNESOTA (Global Book Entry System) NOTICE IS HEREBY GIVEN that sealed bids for the purchase of the above bonds will be received until 12:00 noon, C.T. on Monday, January 24, 1994 in the offices of the City Manager in City Hall, 2660 Civic Center Drive, Roseville, Minnesota, at which time the bids will be opened and tabulated for consideration by the City Council at a meeting at 7: 30 p. m. on the same day. The bonds are offered on the following terms. The bonds will be dated February 10, 1994, will bear interest payable semiannually on each March 1 and September 1, commencing September 1, 1994 and will mature on March 1 in the years and amounts as follows: Amount Year Amount Year $360,000 1995 $ 995,000 2001 585,000 1996 1,050,000 2002 730,000 1997 1 , 11 0,000 2003 870,000 1998 645,000 2004 890,000 1999 320,000 2005 960,000 2000 125,000 2006 . The City may elect on March 1, 2000 and on any date thereafter to redeem and prepay bonds of this issue in whole or in part, in inverse order of maturities and by lot within maturities, maturing on or after March 1, 2001 at a price of par plus accrued interest to date of redemption. Bidders must specify a price of not less than $8,553,600 plus accrued interest. A legal opinion on the bonds will be furnished by Holmes & Graven, Chartered, Minneapolis, Minnesota. The proceeds of the bonds will be used to refund the outstanding principal amount of certain general obligation bonds of the City. Bidders should be aware that the Official Statement to be distributed for the Bonds may contain additional bidding terms and information relative to the bonds.
