VI. Chapter 5, Initiative and Referendum <br />5.02 Petitions Motion by Sands to change the model charter provisions to the following: First sentence is <br />changed to an initiative shall be signed by registered voters of the city equal in number to 10% of those who <br />voted in the last preceding general city election. Add A referendum shall be signed by registered voters of the <br />city equal in number to 1 S% of voters equal in number to those who voted in the last preceding general city <br />election, and a recall shall be signed by 25% of registered voters equal in number to those who voted in the <br />last preceding general city election. <br />A wide-ranging discussion followed on what should be the basis of/and the required number of signatures on <br />an initiative and/or referendum petition: a percentage of the number of voters in the last city general election, <br />the last city mayoral election or a percentage of the total number of registered voters in the city. Motion by <br />Brewer to table the motion to the next meeting passed, Sands and Silvis abstain, all others present, ayes. <br />II. Next Meeting <br />Continue discussion on Chapter 5, including tabled motion. <br />Revisit Sections 3.04 and 3.09. <br />The Secretary will provide figures on the total number of registered voters and results of the city elections for <br />the past few years. <br />III.
