August 11, 2010 <br />August 18, 2010 <br />Item 3 B <br />Program Planners <br />Program Planners Committee Report <br />Prepared for August 18, 2010, Human Rights Commission Meeting <br />Background: <br />The Civic Engagement project results from the new charge given the Human <br />Rights Commission by the City Council in March of 2009 and the <br />Commission's subsequent addition to its Strategic Plan and Commission <br />Initiatives. That addition was the following: <br />3) Fostering community through inclusive, welcoming, responsive <br />neighborhoods and city government <br />To achieve this strategic goal the Committee working with Carolyn Curti <br />prepared a grant application to the Bremer Foundation through the <br />Minnesota Der~artment of Human Rights and was successful in receiving a <br />$1,500 grant for its work on Civic Engagement. <br />Civic Engagement Project <br />Project Objective: to assess the current status of, and develop a <br />plan for, civic engagement in Roseville to be presented to the Human <br />Rights Commission and City Council. Working title: A Civic <br />Engagement Framework for Roseville. <br />The Program Planners Committee's role is to plan and organize the <br />implementation of the above objectives. <br />Definition of Civic Engagement: In applying to the Minnesota <br />Department of Human Rights for this grant, that Minnesota agency <br />defined, Civic Engagement as follows: <br />Civic engagement refers to individual and collective actions <br />designed to identify and address issues of public concern. Civic <br />engagement can take many forms, from individual voluntarism <br />to organizational involvement. It can include efforts to directly <br />address an issue, work with others in a community to solve a <br />prob/em or interact with the institutions of democracy <br />This is the Committee's current working definition. <br />How: Utilizing the $1,500 Bremer grant and pursuant to its <br />provisions, the Committee will develop and recommend a flexible <br />framework for Roseville civic engagement and community <br />participation.
