Discuss Public Purpose of Creating an Economic Development Tax Incre- <br />ment Financing (TIF) District to Assist with the Development of Applewood <br />Pointe at Langton Lake and Consider a Resolution to Set a Public Hearing <br />for Proposed TIF District No. 19 <br />Economic Development Associate Jamie Radel advised that the applicant was not <br />present yet, but that they had been contacted. <br />13. Business Items - Presentations/Discussions <br />a. Discuss Zoning Map and Zoning Code <br />Land Use Designation for Industrial Area at Terminal Road and Walnut <br />Street <br />City Manager Bill Malinen noted additional information provided by Coun- <br />cilmember Ihlan as bench handouts related to the next two agenda items, con- <br />sisting of sample ordinances from other communities; and the City of Rose- <br />ville's current residential and subdivision zoning codes, attached hereto and <br />made a part thereof. <br />Councilmember Ihlan addressed the land bordering Roseville, adjacent to the <br />Francis Gross Golf Course in St. Anthony and bounded by Terminal Road and <br />Walnut Street (Map - Attachment A to the RCA dated July 26, 2010). Coun- <br />cilmember Ihlan noted that this area had first been discussed for potential re- <br />purposing for housing or mixed use development at the Comprehensive Plan <br />Steering Committee level, due to its proximity to a golf course; and noted that <br />language addressing that potential was included in the current Comprehensive <br />Plan narrative. Councilmember Ihlan further noted that this parcel had most <br />recently been discussed during the Parks and Recreation Master Plan process <br />as an area suitable for ball fields due to its flat topography, and remaining <br />consistent with mixed use or housing development. Councilmember Ihlan ad- <br />vised that this parcel had been brought up at a recent Planning Commission by <br />a member of the public; and she suggested further discussion at tonight's <br />meeting by the City Council and to receive public comment. <br />Discussion included current zoning as Industrial, with the Comprehensive <br />Plan guiding toward continued Industrial use; whether there was any indica- <br />tion from the property owner showing interest in changing the land use desig- <br />nation, with no indication received to-date; similar instances when there had <br />been no indication from an owner to change land use designations, and <br />whether it was appropriate to have discussion moving toward that change. <br />
