Regular City Council Meeting <br />Monday, July 26, 2010 <br />Page 29 <br />difficulties in isolating mandates programs without deteriorating the integrity of <br />the ranking system to-date. <br />By consensus, the Council asked that Mr. Miller provide distinctions between <br />federal-, state-, or City-mandated obligations or agreements, and separate them <br />out from the remaining ranked items; and identifying those items that have a pro- <br />grammatic function or mandates embedded into those programs. <br />Mr. Miller asked Councilmembers if the ranking results so far were a true vision <br />of the community; and noted several items ranked lowest (memberships and City <br />Attorney services) that would have substantial impacts on day-to-day operations <br />from staff s perspective. <br />City Manager Malinen also noted the ranking of the Central Garage Organiza- <br />tional Management higher than that of Human Resources, and the negative im- <br />pacts such ranking could have on overall operations. <br />Councilmembers noted their individual rankings and perspectives used for those <br />rankings; and recognized the need to revise some of their rankings based on to- <br />night's discussion and interpretation of mandatory contracts and contractual obli- <br />gations. <br />Further discussion included rankings for day-to-day operations versus quality of <br />life issues for the wider community; comparables among rankings and where the <br />lines would be drawn based on various interpretations and rankings and changing <br />definitions; and ultimate use of priorities to develop the City Manager- <br />recommended budget. <br />City Manager Malinen encouraged individual Councilmembers to provide their <br />revised rankings at their earliest convenience to Mr. Miller to keep the process <br />moving forward; and advised that staff would provide the mandatory designations <br />as requested this week prior to Councilmembers doing their revised rankings. <br />Mr. Miller advised that he would provide a mandatory managed list by e-mail and <br />Councilmembers could take it from there. <br />15. City Manager Future Agenda Review <br />City Manager Malinen distributed upcoming agenda items. <br />16. Councilmember-Initiated Items for Future Meetings <br />Councilmember Roe advised that he may tentatively be unavailable for the August 9, <br />2010 regular meeting. <br />17. Adjourn <br />The meeting was adjourned at approximately 9:45 p.m. <br />
