N <br />St. Paul MN 55155 <br />~. _ ~ ~ <br />I am writing to you as a homeowner and on behalf of the other homeowners in <br />Stonecrest, a townhome development consisting of twenty-two townhomes located one- <br />half mile southwest of the proposed asphalt plant. <br />The homeowners in our development are strongly opposed to the Bituminous Roadways <br />Asphalt Plant. We are concerned that emissions from the asphalt plant, together with air <br />pollution from existing sources, will be a substantial health hazard for the residents of our <br />community. <br />At the public information meeting at Roseville City Hall on July 29, 2010, MPCA staff <br />members admitted in response to a question: (1) that the MPCA has no information on <br />the nature and extent of air pollution from the three busy highways that border our area; <br />(2) that the MPCA did not give any consideration to the cumulative effect of emissions <br />from the proposed plant together with emissions from traffic on the nearby highways. We <br />are 1/3 mile east of Highway 280 and southeast of 35W and less than 2/10 mile south and <br />southeast of Highway 36. Considering the prevailing wind, we are downwind from the <br />three highways and from the proposed plant. <br />We believe that the Environmental Assessment Worksheet is inadequate because it does <br />not address the other pollution in our area together with potentially hazardous emissions <br />from the proposed plant. We request that a more comprehensive environmental review be <br />conducted, to include an Environmental Impact Statement. <br />William F.
