Roseville Charter Commission <br />Roseville City Hall Council Chambers <br />Minutes of Meeting of August 16, 2000 <br />Call to Order/Roll Call• The meeting was called to order by Chair Vicky Lorenz at 7:03 p.m. <br />Present: All members were present. <br />II. Approval of Minutes: The Secretary pointed out proofreading errors in the July 19, 2000 minutes under <br />Approval of Minutes and Public Comment. The Public Comment correction prompted a report of the <br />subcommittee on the exemplary charter. The subcommittee held two meetings on the charter developed <br />principally by Elwyn Sands and reviewed at both meetings with legal advice from Duke Addicks. The <br />minutes were accepted. '" <br />III. Speaker: Michele Timmons, Revisor of Statutes, State of Minnesota• Ms. Timmons was an employee in the <br />Ramsey County Attorney's office at the time their charter was developed and adopted. She described the <br />process, which included securing enabling legislation from the state legislature, legal support and a clerical <br />staff. The decision was made to draft a brief document with a broad grant of powers, not a great deal of <br />detail, and elimination of controversial topics. She commented on the discussions of charter issues we have <br />been exploring. Questions from commission members revealed a drafting process of eight months of weekly <br />meetings and an extensive program of informational meetings for the public. <br />IV. Steve Sarkozy, Roseville City Manager: The speaker reviewed the history of the city manager form of <br />government and the relationship between the city manager and the city council He emphasized the strict <br />code of ethics required of the city manager and the objective and apolitical approach required of him/her and <br />the administrative staff. He responded to a number of questions from the commissioners. <br />• Public Comment: The chair read a letter from Laurence Shearon expressing his support of Plan B. The <br />following persons spoke to the commission: <br />• In favor of the charter: Dick Houck <br />In favor of Plan B: Bill Schrenker, Janet Olson, Joe Smith <br />Jan Wiessner, Ramsey County Commissioner gave her reactions to the exemplary charter from her <br />perspective as former city administrator of Falcon Heights. She reminded us of Roseville's excellent <br />reputation as a well-run city with an enviable volunteer program. She strongly favors the city manager <br />form of government as a protection against political intrusion. She is concerned that the exemplary <br />charter is a step backward. <br />VI. Commission Discussion: The chair proposed that each commissioner be given the opportunity to speak to the <br />~~er and indicate by yes if in favor and nod if opposed. There being no objection the <br />commissioners each gave their statements with these results: <br />• In favor: Marilyn Silvis, Elwyn Sands, Patricia Johnson, Jack Brewer and Robert Bell <br />• Opposed: Georgiana Sobola, Ron Riach, Vicky Lorenz and Craig Klausing <br />Motion by Bell to develop a charter was approved on a voice vote. <br />~o -E~, a t~v e a f i e~ - o f w h e ~F~i a i- a- ch a ~- f- e r i s -r, e C ~ s s ct, t-~/ <br />II. Next Meeting Agenda: Motion by Bell that the September meeting be devoted to a commission discussion on <br />procedures to develop a charter, with no public comment period.
