Are there any duties that cannot be delegated by the <br />council to a clerk, administrator or manager? <br />A statutory city council cannot delegate its legislative authority nor <br />can it delegate any discretionary decisions. Home rule charter <br />cities, however, may be able to delegate these powers if the city <br />charter contains a provision that alloys it. <br />12. Where can cities get further information? <br />The League of Minnesota Cities has other items that discuss issues <br />relating to city clerks, administrators, and managers.
