Minn. stet. § 412.611 In a Plan B city, the city manager is the head of the administrative <br />branch of government. The person in this position is responsible to <br />the council for the proper administration of all affairs relating to the <br />city. <br />Minn. stet. § a12.6s1. If there are civil service rules or <br />a labor agreement in place, any applicable provisions must be <br />followed.
