Minn. stet. § 412.611 In a Plan B city, the city manager is the head of the administrative branch of government. The person in this position is responsible to the council for the proper administration of all affairs relating to the city. Minn. stet. § a12.6s1. State statute provides that the city manager has a number of duties.
