Addendum <br />Roseville Charter Commission minutes <br />March 15,2000 <br />REF.: Guest speaker, Duke Addicks. <br />Question raised on the last sentence referring to the role of <br />the Charter Commission after a charter is developed. Mr. Addick's <br />exact words are as follows: <br />It's my opinion, and there's an attorney general opinion that <br />kinda supports me, that neither the city nor you can spend any <br />money promoting the charter. You can certainly, as a charter <br />commission, propose a charter, but then, itself, the charter <br />commission cannot then go out and pass resolutions and stuff <br />saying, "Vote yes for the charter." Your job is to inform the <br />citizens as to what's in it. Individual members can go out and <br />talk to (inaudible) and say, "Well, we really (inaudible) this <br />charter and it should be adopted," or, "I don't like this thing. <br />I didn't vote for it and I'm opposed to it personally," but the <br />charter commission or the city.....can't take a position. <br />The sentence in the minutes read: He clarified the role of the <br />charter commission after a charter is developed: to educate the <br />citizenry but not to promote it. Individual members, however, <br />can voice their own opinions. <br />
