i <br />Subdivision 2. Binding referendums <br />He has reservations on whether the city council could legally conduct a binding referendum on <br />anything other than an ordinance. <br />Subdivision 3. Binding referendum to approve the purchase or sale of any city-owned land and/or <br />building whose fair market value exceeds $1,000,000. <br />The limitation appears to be legal, but the amount should be increased to $3,000,000 with a <br />provision for making adjustments for inflation. However, the limitation excludes projects partially <br />or fully assessed or those financed by tax increments. <br />This section is intended to be considered by the subcommittee for inclusion in the charter pending <br />further research by Duke Addicks on the legal issues involved. <br />4. 3.04 Ordinances, Resolutions and Motions. Motion by Johnson to accept Section 3.04 as worded in <br />the model charter. Motion was approved. Sands, nay; all others, aye. <br />Preceding the adoption of this section, discussion considered the various acts of the council as listed <br />in the Ramsey County Charter and in the National Civic League Model City Charter. Which should <br />be by ordinance and which could be included in Section 3.04. Some of these acts are included in <br />various sections of the model charter. <br />Consideration was also given to the time constraints in dealing with the sale and, particularly, the <br />acquisition of, land and buildings. <br />VI. Adjournment Motion by Johnson that the agenda for May 16 include the report of the subcommittee on <br />Chapter 5, Section 3.09 and Chapter 6 and extending the meeting to 9:30 p.m. with aten-minute break. <br />Motion was adopted. <br />The meeting adjourned at 9:10 p.m. <br />Georgiana Sobola, Secretary <br />
