Roseville Charter Commission <br />• Roseville City Hall Council Chambers <br />Minutes of Meeting of August 21, 2002 <br />I• Call to Order/Roll Call The meeting was called to order at 7:02 p.m. by Chair Robert Bell. All <br />members were present. <br />II. Approval of Minutes The minutes of the July 17, 2002 meeting were approved with one abstention. <br />III. Old Business <br />None <br />IV. Charter Discussion <br />Motion by Johnson: To send the Charter to City Council. -Brewer Second <br />Bell: If transmittal is signed then City Council must call a special election if on general election is <br />planned within six months. <br />Sands: Mentioned several points relating to why Charter should be submitted to the public <br />Sobola: Made several comments relating to not putting Charter on the ballot <br />Riach: Agreed. with Sobola -Commission is doing a disservice to the voters in the City of Roseville <br />by submitting the charter again. <br />• <br />Public Comment: <br />George F. Marschall -Submitted Proposed Home Rule Charter for the City of Roseville, <br />Minnesota August 21, 2002 <br />Bob Bell: Made comments pertaining to provisions that have been added to the Charter <br />(Initiative & Referendum, Wards & Spending Limits) <br />Tom Kough -City Council Member -Spoke in favor of the Charter <br />Lucy Hume -Resident -Spoke against the Charter and was concerned that this issue was <br />on the ballot again <br />Georgianne Hall: Many Items have been presented- to the voters more than one time before <br />they finally passed. <br />• A correction was missed in the final Charter Document -remove `odd numbered' from the first <br />sentence of section 4.0.1 <br />Sands: Friendly Amendment -Amend motion to include the signing of the Transmittal document <br />
