Tp Steve Sarkozy
From Georgians Sobola
Re questions for meeting of Charter Commision on August 16.
Hire is a list of questions and inquiries I have accumulated
during the course of the charter commission meetings and in
preparation for this meeting. I am happy to forward them for your
use. Use whatever seems relevant to you. They are in no
particular order, except that the first three are priorities.
1) Right of Petition. Is any particular format required?
Timelines? How are petitions required and disposed of by
the Council?
2) State statutes apply to both Plan B and charter cities. What
provisicns in the "exemplary charter" are already available to
Plan B cities (or can be made to apply to Plan B cities)? I'm
not above a little crime, here.
3) Time line/deadlines/ legal requirements for a referendum
on a charter. Expenses involved. Public hearings?
done by ordinance:
--Em~~loyee salaries
--Adcption of the budget
In Roseti~ille, are these done by ordinance or resolution? What would
be the cifference? (My understanding is that if done by ordinance
they wot.ld be subject to referendum.)
The exemplary charter requires that certain Council action be
Investication of city affairs. How does section in exemplary
charter (2:10) compare with procedures for Plan B cities/
What procedure does Roseville have for repealing obsolete
ord inanc~es?
E:xemplaz•y charter provides for advisory referendums. T believe
Plan B cities do not have this power. What recourse do Plan B
cities Have for advisories on hot topics.
Section on purchases and contracts (6.05). Is there a present
cap on ~~urchases approved by the city manager? How would the
$15,000 cap impact on the manager's ability to act?
Plan B cities have the power: to change elections to even years
and enl~irge their councils. Right?
Campaign financing. (This is a big
state campaign financing law extend
Park (a charter city) includes in i
expendii>ures in its code of ethics.
of ethics. ) If this is not part of
be added?
deal with the mayor.) Does the
to local communities? St. Louis
is charter rules on campaign
(I know Roseville has a code
the code of_ ethics, can it
