Roseville Charter Commission <br />Annual Report--2000 <br />The Honorable Lawrence Cohen November 15, 2000 <br />Chief Judge, Second Judicial District <br />Ramsey County Courthouse <br />15 Kellog Boulevard <br />St. Paul, MN 55102 <br />Re: Roseville Charter Commission <br />Annual Report, 2000 <br />Honorable Judge Cohen: <br />During the year 2000 the Roseville Charter Commission continued <br />its study of charter issues, voted to develop a charter and <br />began the process of developing a charter to submit to the <br />citizens of Roseville. <br />In March we developed a schedule of proposed topics and invited <br />a large number of community organizations to present their <br />views. Since our meeting in January we have listened to and <br />questioned Roseville citizens, representatives of the League <br />of Women Voters, current and previous Roseville City Council <br />members, Roseville city staff members, representatives from <br />other charter commissions, staff members from metro-area <br />charter cities and a representative from the League of Minnesota <br />Cities. <br />At the August meeting a majority of Commission members voted <br />to develop a charter. Our Septemeber meeting was devoted to <br />organizing this effort. We are using the League of Minnesota <br />Cities Model Charter as a guide, with the goal of covering <br />not more than three chapters per meeting. Judging by the <br />results of the October meeting, this goal will not be hard <br />to reach. <br />At the October meeting we passed a resolution to dispense with <br />the December meeting.
