w
1
The Honorable Lawrence Cohen
Chief Judge, Second Judicial District
Ramsey County Courthouse
15 Kellogg Boulevard
St. Paul, Minnesota 55102
December 8, 2000
RE: Roseville Charter Commission
Court file CO-99-5532
Annual Report, 2000
Honorable Judge Cohen:
During the year 2000 the Roseville Charter Commission continued its study of
charter issues, voted to develop a charter and began the process of developing a charter to
submit to the citizens of Roseville.
In March we developed a schedule of proposed topics and invited a large number of
community organizations to present their views. Since our meeting in January we have
listened to and questioned Roseville citizens, representatives of the League of Women
Voters, current and previous Roseville City Council members, Roseville city staffmembers,
representatives from other charter commissions, staffmembers from metro-area charter
cities, a representative the League of Minnesota Cities, a school board representative and a
Ramsey County Commissioner.
At the August meeting a majority of Commission members voted to develop a
charter. Our September meeting was devoted to organizing this effort. We are using the
League of Minnesota Cities Model Charter as a guide, with the goal of covering not more
than three chapters per meeting. Judging by the results of the October meeting, this goal will
not be hard to reach.
At the October meeting we passed a resolution to dispense with the December
meeting. Our deliberations will resume in January, 2001.
Signed: ~,
Vi ky Lorenz, air
2660 Civic Center Drive • Roseville • Minnesota • 55113
651-490-2200 • TDD 651-490-2207 • wwH.ci.roseville.mn.us
