Primary and regular municipal election. <br />If a primary is necessary it will be held the first Tuesday oiler the first Monday in <br />September of every regular municipal election year. A regular municipal election shall <br />be held on the first Tuesday oiler the first Monday in November of each odd or even <br />municipal election yeaz as determined by council ordinance. Voting shall be at such <br />place yr places as the city council may designate. The city manager shall give at least <br />two weeks' published notice of the time and place of holding such election and of the <br />officers to be elected, but failure to give such notice shall not invalidate the election. <br />Section 4.02. Special elections. <br />The council may by resolution order a special election and provide all means for <br />holding it. The city manager shall give at Least two weeks' published notice of a special <br />election. The procedure at such election shall conform as nearly as possible to that <br />prescribed for other city elections. <br />Section 4.03. Filing for office. <br />No eazlier than 70 days or later than 56 days before the municipal election, any <br />eligible voter of the city qualified under the state constitution for elective office may, by <br />tiling an affidavit and paying a reasonable tiling fee as determined by the council to the <br />city manager, have his or her name placed on the municipal primary ballot or, if there is <br />no primary election, on the municipal election ballot. <br />Section 4.04. Procedure at elections. <br />Subject to this charter and applicable state laws, the council may by ordinance <br />further regulate the conduct of municipal elections.
