The current contract expires <br />3 at the end of 2010. At the February 8 meeting, the Council directed staffto issue a Request For <br />a Proposals (RFP) for recycling services, and the City Manager noted that staff would use the Best <br />s Overall Value Contracting method for selecting the contractor for the next contract. <br />s The City's best overall value contracting process assesses experience, ability to perform high- <br />? quality service, and ability to add value to the contract. Roseville has used best value contracting <br />s for janitorial services and legal services contracts. The process develops a set of quantifiable <br />s criteria for assessing proposals and bids and creates a more objective assessment than using <br />1 o solely qualitative assessments. <br />11 Staff reviewed past practice and case studies from other public entities to develop a set of criteria <br />1 z and weightings for the best value contracting evaluation. That formula, which was included in <br />13 the RFP. is as follows: <br />1 a Criteria Value <br />1 s Community Values 30% <br />16 Price 25% <br />1z Past PeiTot7nance 10% <br />1 s Completeness of 10% <br />19 Proposal <br />zo Added ~%alue ~% <br />z1 Interview 20% <br />zz Total 100% <br />z3 This spring the City Manager invited the Public Works, Environment and Transportation <br />za Commission to develop a set of Community Values and determine the importance of each value <br />zs (see Attachment A). The Commission spent more than two hours over their June and July <br />z6 meetings generating the list and determining the importance of each item (expressed <br />z~ numerically). The list was divided into three areas: Collection (worth 60%), Outreach (worth <br />zs 30%) and Environmental Benefits (worth 10%). The Commission also identified specific actions <br />zs or attributes for each area and assigned specific percentage values to each item. <br />3o Staff then developed a Request for Proposals. In keeping with best overall value contracting, the <br />31 RFP spelled out a base set of expectations for delivery of services and encouraged proposers to <br />3z showcase their strengths and innovations -items that could earn a proposer additional points. <br />33 The RFP was reviewed by the City Attorney before being issued on August 4.
