2. Pursuant to M. S. 429.031, the Council also deems it necessary and feasible, prior to the holding of any public hearing in connection with said proposed improvement, that accurate cost and construction data be received and hereby authorizes and directs the village clerk to prepare and cause to be inserted in the Rose Tribune, theofficial village newspaper, and in the Construction Bulletin, an advertisement for bids upon the making of isuch improvement under such approved plans and specifications. The advertisement shall bepublished as required by law and shall specify the work to be done, shall call for the bids upon the basis of a cash payment for such work, on the base bid and alternate provisions included in said plans, and shall state that the bids will be opened and considered by the Council at 8:00 o'clock P.M. on Monday, April 23, 1962 in the Council Chambers of the Village Hall, that no bids will be considered unless sealed and filed with the Clerk and accompanied by a cash deposit, Cashie'r's check, bid bond or certified check for 10% of the amount of such bidr to be forfeited in the event the successful bidder fails to enter into a contract, and that no bid may be withdrawn for a period of 30 days after the date and time set for the opening of the bids. The motion for the adoption of the foregoing resolution was duly seconded by Trustee Reinecke, and upon vote being taken thereon, the following voted in favor thereof: All and the following voted against the same: None whereupon said resolution was declared duly passed and adopted.
