REQUEST FOR COUNCIL ACTION <br />D ate : O 1/08/O 1 <br />Item No: I - 2 <br />Land Use <br />Item Description: Affirm/Approval of Annual (2000) Comprehensive Plan Revisions (3276) <br />1.0 BACKGROUND <br />1.1 Each year in December/January the Roseville Planning Commission and City Council affirm <br />the Comprehensive Plan changes that have occurred during the previous year. (The <br />Comprehensive Plan was rewritten and adopted in September 1994.) During the year, public <br />hearings are held on all plan changes before the Commission and Council approve them. Most <br />amendments (see examples below) are then sent to the Metropolitan Council for their review, <br />comment, and approval. <br />1.2 In order to keep track of amendments to the Plan, the City of Roseville has annually scheduled <br />an "affirmation hearing" (by the Planning Commission on December 13, 2000) for the changes <br />in the plan and for inclusion of the changes on an addenda sheet in the front of the plan. <br />During 2000 no goals or policies have changed, except as noted below. All maps have been <br />revised where changes occurred and are dated January 8, 2001. <br />1.3 The Planning Commission also reviewed the Capital Improvement Program (CIP) for the <br />upcoming year (Draft, 2001) and determined it to be consistent with the Comprehensive Plan as <br />required by State Statute 473.859 through 473.864. <br />2.0 COMPREHENSIVE PLAN REVISIONS — A chart of the entire plan, sections, and <br />appendices is incorporated in the front of the Plan. Changes for 2000 are shown in rec� <br />2.1 Section 1— IntroductionBackground: (Zoning Maps) Illustrates all land use zoning <br />designations based on City approvals to December 3 1, 2000, including a spreadsheet <br />breakdown of each designation by area and percent of total city land area. <br />2.2 Section 2— Demographics Profile: The demographic profile is in the process of being <br />updated. New demographics will not be available until first quarter of 2001 and will be <br />incorporated into the 2001 affirmation. <br />2.3 Section 3— Goals & Policies: No changes were made to this section in 2000. <br />2.4 Section 4— Land Use Planning District: The Existing Land Use Map illustrates existing land <br />uses, including a spreadsheet breakdown of each designation by area and percent of total City <br />land area. <br />PF 3276 - RCA (01/08/01) - Page 1 of 4 <br />
