REQUEST FOR CITY COUNCIL ACTION
D A T E: O1/08/Ol
ITEM NO: C-6
Department ApprovaL- Manager Approved: Agenda Section:
J'- f CONSENT
Item Description: Revisions to Permit and Miscellaneous Fees for 2001(PF3185)
1.0 BACKGROUND
1.1 It is the City policy to charge user fees for requested special services rather than
support such services with property taxes. It is also the City policy to keep current
with the user fees charged for permits and product fees within the Community
Development Department. Annually the staff reviews the fees and costs of services.
1.2 Roseville's Community Development Department has previously created a number
of new products (including maps) which have not been officially "priced".
1.3 In year 2001, the Community Development Department will offer services to
property owners and developers who must provide legal notice to property owners
within 350 feet of a project. The City can now provide this service, reducing
customer cost and time to obtain lists and mailing labels from the Ramsey County
Court House in St. Paul.
1.4 The staff has also compared land use permit fee structures with other first ring
communities and found that a two tier fee schedule is more equitable, especially for
residential property owners. The staff proposes a reduction in fees for all land use
permits of single residences, to 50% of the normal fee with a$25.00 minimum. Fees
for Planned Units Developments were also evaluated and split into the various
components, then given a price.
1.5 The 2001 fee structure will allow the City to be reimbursed for consultant services
and fees charged to review commercial, industrial or multi-family land use permit
request.
2.0 STAFF RECOMMENDATIONS
2.1 Staff recommends the Council approve the updated user fees as illustrated in the
attached draft resolution.
3.0 SUGGESTED COUNCIL ACTION
3.1 By resolution, adopt the 2001 land use permit and user fee schedule of the
Community Development Department for services rendered by the Department.
Q:Planning Files\3 185_Fee Schedule, 2000RCAOlO801.doc
