A. The proposed antenna units and equipment cabinet will not create additional <br />traffic nor the need for additional public facilities. <br />B. The antenna units cannot be effectively screened given their proposed size and <br />location, as well as creating a disruption of use. However, the equipment cabinet <br />must be designed in a manner to be consistent with the adjacent penthouse. When <br />complete, neither the antenna units nor the equipment cabinet will have an impact <br />on surrounding properiy or values. <br />C. There appears to be no impact on general health, safety, and public welfare. <br />D. The project complies with the Comprehensive Plan designation as a business use. <br />WHEREAS, on January 10, 2001, the Roseville Planning Commission held the public <br />hearing regarding the ATP Minneapolis request and voted (5-0) to recommend approval of the <br />conditional use permit, subject to the following conditions: <br />The maximum height of the antenna support units and antenna located in the <br />southwest and southeast building corners and north side of the building, upon full <br />installation, shall be eight feet above the roof height. <br />2. The maximum height of the equipment platform and cabinets, upon full installation, <br />sha11 be eight feet above the roof height. <br />3. The ATP request, on behalf of VoiceStream, sha11 be limited to three antenna support <br />units, each having a maximum of four antennas. <br />4. The equipment platform shall be limited to six equipment cabinets. Five will be 30 <br />inches wide by 40 inches deep by 5 feet tall and one cabinet will be 2 feet wide by 2 <br />feet deep by 5 feet tall. <br />S. The antenna support units and equipment cabinets sha11 be limited to the single user <br />(VoiceStream) and the applicant ATP Minneapolis. Future antenna additions will <br />require a revised CUP. <br />6. The antenna units and equipment cabinets shall not be lighted. Electric and phone <br />wires serving the equipment and antenna units sha11 be mounted to the building roof. <br />7. The antenna units, equipment platform, and supporting cabinets sha11 be completely <br />removed from the site by the applicant (ATP Minneapolis) after operations cease, or <br />if the equipment is damaged or unsafe as determined by the Roseville Building <br />Official, or if the CUP lapses or if the use is determined to be in violation of the CUP <br />or City Code by the Community Development Director. The City may require the <br />applicant (ATP Minneapolis) to post a bond to assure timely removal of the antenna <br />units and supporting equipment. <br />2 <br />
