(PF3282) <br />1.0 REQUESTED ACTION <br />1.1 Capital City Investments, LLP, requests approval of a Conditional Use Permit to allow a <br />bingo ha11 to operate within the structure located at 2525 Snelling Avenue, formerly <br />occupied by Lyndale Garden Center. <br />2.0 BACKGROUND <br />2.1 The parcel of land at 2525 Snelling Avenue is zoned B-1, Limited Business District, has <br />a Future Land Use Designation of LB, Limited Business, and the property lies in <br />Comprehensive Planning District 9. <br />2.2 On December 4`�, 2000, the Roseville City Council approved a te�t amendment to the <br />Roseville City Code to establish zoning districts in which bingo would be allowed and to <br />determine whether bingo would be permitted or a conditional use within a given zone. <br />2.3 Based on the City Council action, 2525 Snelling Avenue, with its B-1 zoning designation <br />requires a conditional use permit to a11ow a bingo hall operation. <br />2.4 The conditional use permit process (Section 1013 of the City Code) for this request <br />allows the City to consider: <br />% Compatibility with adjoining properties. <br />➢ Impacts on traffic and public facilities. <br />➢ Impacts on property value. <br />➢ Impacts on general health, safety, and public welfare. <br />➢ Compatibility with the Roseville Comprehensive Plan. <br />2.4 The process also allows the City to impose those conditions it considers necessary to <br />protect the public health, safety, and welfare. <br />3.0 STAFF COMIV�NTS <br />3.1 The 14,750 square foot structure, constructed in 1969, sits on a 1.8 acre parcel. Oakcrest <br />Avenue lies to the north, Snelling Avenue to the east, the undeveloped section of Fry <br />Street to the west, and Rainbow Foods and Crossroads of Roseville to the south. <br />PF3282 RCA (012201) Page 1 of 4 <br />
