Plannin� File 3282: A request by the Capital City Investments LLP for <br />consideration of a conditional use permit to allow the operation and <br />establishment of a bingo hall at 2525 Snelling Avenue. <br />Chairman Craig Klausing opened the public hearing and requested City Planner Thomas <br />Paschke to provide a verbal summary of the staff report dated January 10, 2001. <br />Thomas Paschke described the request to establish a Bingo Hall, identifying the location <br />and adjacent uses. The applicant would be the only licensed bingo hall operator in the <br />City for which a conditional use permit is necessary in a`B- 1" zone. He explained the <br />requirements for a conditional use permit. <br />The structure is 14,750 s.f., built in 1969 on 1.2 acres, and would require 92 to 100 <br />parking spaces for 120 customers. There are 123 off-street parking spaces provided. No <br />new ponding is required. The exterior site will remain as is. <br />The use is a compatible use and has been in the neighborhood for ten years. Traffic surge <br />and safety may be the only concerns. Staff estimates no impact on property value, safety, <br />public welfare, or health. Staff recommended approval. <br />Chair Klausing asked for details regarding parking surveys done on previous locations <br />(Knights of Columbus) in which customers exceeded vehicles on the site by 1.2 to 1 or <br />more. <br />Member Wilke asked for details on parking, based on improvements to the site from <br />Lyndale Garden Center (previous tenant). He asked for details on one-way entry and the <br />three accesses and handicapped parking. There are two entries to the building. <br />Chair Klausing asked for staff comment on traffic impact and flow. Deb Bloom <br />explained two roads, which allow access to the site. She explained that lower traffic <br />volumes from senior housing and bingo are expected in comparison to other uses. Chair <br />Klausing asked for details on the Oakcrest/Fairview intersection. Deb Bloom explained <br />the alternatives at Oakcrest/Snelling and Oakcrest/Fairview. <br />Chair Klausing asked if the hours of operation should be stipulated in the CUP. The staff <br />had not included this requirement, but conditions could be added. The City annually <br />reviews the license for changes or impacts in Bingo operations. <br />Patrick Fisher, Manager for Capital City Investors, which owns the building, noted that <br />the traffic and parking has good circulation. The use fits the size of the building. <br />Chair Klausing asked for details of the bingo operation traffic control with security <br />guards directing vehicles to Snelling. <br />Member Olson asked for details of the hours of operation. (Very similar to those at the K <br />of C during the day). <br />Karen Olson, representing the four non-profit Gambling Managers, noted the following <br />starting times for Bingo sessions: Sunday: 1:00-3:OOpm and 7;00-9:OOpm; Monday 7:00- <br />9:OOpm; Tuesday 10:30am-9:OOpm; Wednesday 7:00-9;OOpm; Thursday 10:45am- <br />9:OOpm; Friday 1:00-1 1:OOpm; Saturday 1:00-1 1:OOpm. All late sessions are over at <br />12:30am. A security person follows the proceeds to the bank. <br />There was no public comment. Chair Klausing closed the hearing. <br />
