REQUEST FOR CITY COUNCIL ACTION <br />D A T E: O 1/22/O 1 <br />ITEM NO: I-6 <br />Approval: Man�ge��proved: Agenda Section: <br />% LAND USE <br />Item Description: A request by the McKinley Companies for a Comprehensive Land Use <br />Plan Amendment, Rezoning and consideration of a combined Planned <br />Unit Development "General Concept/Final Development Plan" for the <br />redevelopment of property at 2330 Lexington Avenue for use as a five- <br />unit office condominium (PF #3277). <br />1.0 REQUESTED ACTION <br />1.1 The McKinley Companies ha�e proposed a five unit office condominium development <br />on a half an acre that requires a Comprehensive Land Use Plan Amendment from High <br />Density Residential (HDR) to Business (B), a rezoning from R- 1 Single Family <br />Residence District to Business-Planned Unit Development District (B-PUD) with an <br />underlying zoning of B- 1, Limited Business District, and consideration of a combined <br />General Concept and Final Development Plan for the proposed redevelopment project. <br />2.0 PLANNED UNIT DEVELOPMENT BACKGROUND <br />2.1 A planned unit development (PUD) is a zoning district which may include single or <br />mixed uses, one or more lots or parcels, and is intended to create a more flexible, <br />creative, efficient approach to the use of land. <br />2.2 Roseville has used a PUD as the primary zoning tool in redevelopment projects. In so <br />doing the City considers all standards and purposes of the Comprehensive Land Use Plan <br />to achieve a maximum coordination between the proposed development and the <br />surrounding uses, historic landmarks, the conservation of woodlands, ponding, wetlands, <br />and the protection of health, safety and welfare of the community. <br />2.3 The PUD process also allows the City to consider the location of buildings, <br />compatibility, parking areas, and other features with respect to the topography of the area <br />and existing natural features. The City also reviews the efficiency, adequacy and safety <br />of the proposed layout of internal streets and driveways, green space areas, location and <br />screening of parking areas, and such other items the City may find to ha�e a material <br />bearing on the stated standards and objectives of the Comprehensive Land Use Plan. <br />2.4 The staff had determined, given the limited scale of the proposed five unit office <br />condominium project, that the general concept and final development plan stages are can <br />be combined as stipulated in Section 1008.1OD of the Roseville City Code. <br />PF3277 -RCA (Ol/22/01) Page 1 of 6 <br />
