� � - <br />Response: The League opposes the <br />legalization of fireworks. <br />SD-24. 911 Funding <br />Issue: As cities struggle to afford to <br />maintain and improve the hardware, <br />software, and training to provide 911 <br />services, costs continue to rise, and many <br />cities are forced to choose between bearing <br />all costs ar making incremental <br />improvements to their systems. <br />Response: The League supports <br />an adequate state funding source for the <br />upgrades and modifications of 911 and <br />related systems that will allow cities to <br />provide effective, reliable emergency <br />communications services. <br />SD-25. On-Sale Liquor or Win�e <br />Licenses to Performing Theaters <br />and Cultural Centers <br />Issue: Performing theaters and <br />cultural centers are not one of the qualifying <br />entities to which municipalities may issue <br />on-sale liquor or wine licenses. Several <br />theaters have received special legislation <br />that allows their municipalities to issue on- <br />sale liquor or wine licenses to them. This <br />practice interferes with the ability of <br />municipalities to control the placement and <br />operating manner of these entities. <br />Response: The Legislature should <br />authorize municipalities to issue on-sale <br />liquor or wine licenses to performing <br />theaters and cultural centers subject to <br />restrictions imposed by the municipality. <br />SD-26. City Use of Credit Cards <br />Issue: Minnesota Law currently <br />provides implied authority for city use of <br />credit cards. During the 2000 legislative <br />session, the Legislature granted explicit <br />2001 City Policies <br />statutory authorization for county boards to <br />authorize officers or employees otherwise <br />authorized to make purchases to use credit <br />cards. <br />Response: The Legislature should <br />clarify state statute to explicitly authorize <br />city councils to authorize city officers and <br />staff otherwise authorized to make <br />purchases to use credit cards. <br />SD-27. Youth Access to Alcohol & <br />Tobacco <br />Issue: The minimum age to <br />purchase tobacco in Minnesota is 18. Cities <br />have an interest in preventing their youth <br />from obtaining these products. To this end, <br />many cities operate compliance check <br />programs in an effort to discern the current <br />level of youth access and to reduce youth <br />access. <br />Response: The League opposes <br />any proposal that could result in <br />increased risks of youth access to alcohol <br />and tobacco products and expanded off- <br />sale venues for the sale of such products. <br />The League supports statutory changes <br />that assist in reducing youth access to <br />alcohol and tobacco products. The <br />League supports mandatory alcohol <br />compliance checks with state funding <br />initiatives to support locally-determined <br />compliance efforts. <br />SD-28. Library Funding <br />Issue: Many community libraries in <br />Minnesota are city owned. Although <br />located in an individual community, city <br />libraries serve a much wider area. Local <br />libraries need to be improved in order to <br />provide access to both written and electronic <br />media to enhance the educational capacity of <br />both adults and children. <br />27 <br />
