izs a r e
k and Rec Commissioner, Scott Higbee 42 1 Glenwood Ave.
Johnson 2986 Mildred Drive
ni Stone 28 18 Galtier Street
 Thorpe 441 Woodhill Drive
As shown on the attached map, the above list of interested citizens represent a fairly even
distribution along the County Road C corridor. In addition, the above list represents both
commercial and residential properties. Considering that 14 people have expressed interest and
that the ideal size for a group of this type is between 10 and 15 people, staff recommends that
City Council appoint the entire list to serve on the task force.
Financial implications: In October, the City Council authorized up to $60,000 to complete this
project. $40,000 was allocated from the 2000 Contingency Fund and $20,000 from the approved
2000 budget. The cost to work with the task force is included in the original project allocation.
Policy implications: In 1997, the Council adopted a policy for the appointment of advisory
commissions and other citizen groups. The policy sets a formal selection procedure for all
standing advisory commissions. The policy allows flebility in the appointment procedure for
other task forces and citizens groups. Most recently, the Council appointed the TH 36
Landscaping Task Force following a procedure similar to the one proposed for the County Road
C Master Plan Task Force. This process was discussed with the City Council at the October 23,
2000 meeting.
Schedule: It is expected that the task force will meet monthly beginning in February. It is
expected that work will be completed by approximately September 1,200 1 at which time a draft
County Road C Master Plan will be presented to the City Council for consideration. The master
plan work will be done in conjunction with Ramsey County's planning for roadway
improvements and will allow streetscape improvements, if approved, to be constructed with the
County road proj ect.
RECOMMENDED COUNCIL ACTION:
Motion to appoint the 14 citizens listed in this report to the County Road C Master Plan Task
Force.
Prepared by: Karl Keel
