EXTRACT OF MINUTES OF MEETING OF THE <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br />Pursuant to due ca11 and notice thereof, a regular meeting of the City Council of the City of <br />Roseville, County of Ramsey, Minnesota, was held on the 29"d day of 7anuary 200 1, at 6:3a p.m. <br />The following members were present: <br />and the following were absent: <br />Council Member introduced the following resolution and moved its adoption: <br />RESOLUTION NO. <br />A RESOLUTION APPROVING A CONDITIONAL USE PERMIT FOR CAPITAL CITY <br />INVESTMENT LLP ALLOWING THE OPERATION OF A BINGO HALL AT <br />2525 SNELLING AVENUE <br />WHEREAS, Capital City Investment LLP is proposing to operate a bingo ha11 in the <br />building at 2525 Snelling Avenue, formerly occupied by Lyndale Garden Center; and <br />WHEREAS, on December 4th, 2000, the Roseville City Council approved a te�t <br />amendment to the Roseville City Code establishing zoning districts in which a bingo ha11 would <br />be allowed and to determine whether bingo would be a permitted or conditional use within a <br />given zone; and <br />WHEREAS, based on the City Council action of December 4'�r 2�Q, 252� Snelling <br />Avenue, with its B-1 (Limited Business District) zoning designation requires a conditional use <br />permit to a11ow a bingo ha11 operation; and <br />WHEREAS, Section 10 13 of the City Code establishes criteria for approving conditional <br />use permits requiring the City to consider: <br />9 Compatibility with adjoining properties. <br />9 Impacts on traffic and public facilities. <br />9 Impacts on property value. <br />9 Impacts on general health, safety, and public welfare. <br />9 Compatibility with the Roseville Comprehensive Plan; and <br />9 Where the Code also allows the City to impose those conditions it considers <br />necessary to protect the public health, safety, and welfare. <br />WHEREAS, on 7anuary 10,200 1, the Roseville Planning Commission held the public <br />hearing regarding the Capital City Investment LLP request for a conditional use permit and made <br />the following conclusions regarding the criteria in Section 10 13.0 1.D of the Roseville Zoning <br />Ordinance: <br />
