Department Approval: <br />r <br />Item Description: <br />REQUEST FOR COUNCII, ACTION <br />1�Tanager Reviewed: <br />� �� <br />DATE: 02/12/O1 <br />ITEM NO.: H-1 <br />Agenda Section: <br />Hearings <br />Public Improvement Hearings-2001 Pavement Management Program (PNIP) <br />Background: On September 11, 2000, the City Council selected neighborhoods for the 2001 PNIl' and <br />ordered the preparation of feasibility studies for these projects. On January 22,200 1, the Council ordered <br />public hearings. Public hearings will be held on February 12,200 1, at 7: 15 p.m. Following is a list of the <br />projects to be heard: <br />P-ST-O 1-02 Neighborhood 10 <br />P-ST-S W-0 1-09 Neighborhood 18 <br />P-ST-SW-01-10 Neighborhood 15 <br />Asbury Street, Snelling Avenue to City Limits <br />Ridgewood Road, Asbury Street to City Limits <br />West Owasso Boulevard, Victoria Street to City Limits <br />Josephine Road, Hamline Avenue to Lexington Avenue <br />Prior to individual hearings, staff will present general information regarding construction, standards, and <br />assessments that apply for each project. To facilitate the hearing process, staff suggests the Council <br />follow the attached agenda for each hearing. <br />We have held additional meetings with Neighborhood 15 and 18, the feedback from these residents <br />resulted in a revisal of the feasibility report recommendations. These changes are limited to assessable <br />streetscape elements within project P-ST-SW-O 1-09. Copies of the Feasibility Reports with revisions are <br />attached for the Council's review. The change is as follows: <br />. The amount of assessable streetscape expenditures has been lowered by $112,050. This sa�ings <br />resulted from the lack of support by Neighborhood 18 residents for stone clustered mailboxes and <br />an entrance monument at the intersection of West Owasso Boulevard and Le�ngton Avenue. <br />Policy objectives: The feasibility report discusses individual projects and general applicable policies. <br />The proposed projects are consistent with City policies in the following areas: <br />1. Project costs financed according to assessment policy and by MSA funds. <br />2. Construction standards and policies met for proposed street widths, utility replacements, etc. <br />
