Witt Construction Variance Request, Placement of New Home, Shoreland District, Lake <br />Owasso �62-55P), City of Roseville, Ramsey County <br />Dear Mr. P3SChke: <br />DNR Waters has received (November 15, 2000) the letter requesting comments from the DNR conceming <br />the replacement of an e�stirig home with a new house at 353 South Owasso Boulevard. The new house <br />is proposed to be located in the same location as the e�sting house, which is located 45 feet from the <br />Ordinary High Water (O� level of Lake Owassa The re quired setback for the lot is equivalent to the <br />a�erage of the e�sting setback for the homes located on the lots adjacent to 353 South Owasso Boulevard, <br />and the setback is 47 feet from the Ordinary High Water level of Lake Owasso. In addition, R.C. Witt <br />Construction has requested a variance to allow the amount of impervious surface on the lot to remain the <br />same as the e�sting amount of impervious surface. While we would prefer that the new home be <br />constructed in conformance with the required setback from Lake Owasso, the DNR will not object to the <br />approval of the variances as it is proposed. In addition, we recommend that the following conditions be <br />placed on the approval of the variance: <br />The City of Roseville should require RC. Witt Construction to plant trees between the new home <br />and Lake Owasso in order to screen the house from view from Lake Owassa The trees may be <br />trimmed of the lower branches to allow a view of the lake from the home. <br />2. The lowest level of the new house must be constructed at least 1' higher than the 100-year flood <br />elevation of Lake Owasso. <br />Thank you for giving the DNR the opportunity to comment on the RC.
