REQUEST FOR COUNCIL ACTION <br />D A T E: 02/ 12/O 1 <br />TTF,M Nn� F-2 <br />D�r; n,� Approval: Manag� I�pproved: Agenda Section: <br />REPORTS <br />Itein Description: Twin Lakes �1Vlaster Plan AUAR (PF3232) <br />1.0 REQUESTED ACTION <br />1.1 On January 8,200 1, the City Council approved a master plan concept far the Twin Lakes <br />Business Park The next step in the redevelopment of Twin Lakes is to determine the <br />"environmental impact" course of action. The Council is asked to decide on whether to <br />begin the environmental analysis work Attached to this document are the wark plans and <br />the estirnated costs of a State Environmental Quality Board Alternative Urban Area <br />Review (AUAR). <br />2.0 RENEWAL STRATEGY PROCESS <br />2.1 Previously, the staff prepared both visual and technical reports necessary to evaluate the <br />land use and financial impacts to the community of the 270 acre redevelopment master <br />plan, including 46 parcels. The technical plan amendment described the possible <br />redevelopment of between 2.1 and 3.5 million square feet of building area and the <br />addition of 5,000 or more jobs. <br />2.2 After the Planning Commission recommended approval of a Renewal Strategy, and the <br />Council approved of the revised Twin Lakes Business Park Plan, an Alternative Urban <br />Area Review (AUAR) process is the next step in early 2001. The purpose of the AUAR <br />is to review all environmental issues (for all redevelopment properties) in Twin Lakes <br />such as traffic, water storage and drainage capacity, air quality, infrastructure <br />improvements, landscaping, design plan, parking, etc. This process will develop <br />environmental mitigations to control impacts to the City. It is a progressive, up front <br />method of redeveloping brownfield areas; it identifies the potential impacts in the entire <br />redevelopment area while the City is still in the `planning" mode. An AUAR benefits <br />property owners because it also reduces the number of studies and warksheets that <br />individual property owners or developers must complete to begin their redevelopments. <br />2.3 Upon completion of the AUAR, which requires the review and comment by several <br />regulatory agencies in a format similar to an Environmental Assessment Warksheet <br />(EA�, the community should ha�e a better understanding of the development potential <br />in Twin Lakes, the impacts and ways to provide assurances for quality, environmentally <br />sensitive development through specific mitigation measures. If, after the AUAR is <br />approved, a development proposal is submitted that does not meet the environmental <br />thresholds established, additional environmental review will be required at the expense of <br />the applicant. <br />2.4 Staff is hopeful that a renewed plan, with the background detail completed to support it, <br />will position the City to more realistically (and more quickly) respond to corporate <br />expansion project(s), such as Veritas, and provide the framework for a more practical <br />mixed used business park. <br />PF3232 — RCA(021201) Page 1 of 3 <br />
