3.4 Staff recommends that the City initially charge the study to the Community <br />Development Professional Services Budget with deferred charges to be attached on a per <br />acre basis to all developable parcels, collectable at the tirne of major project building <br />permit issuance. Based on the recently adopted fee schedule, 75% of the total costs for <br />engineering, plamling, fmancial feasibility, legal, and environmental investigation can be <br />charged to individual projects at the tirne of major building permit issuance. The actual <br />cost will not exceed $1,300 per acre (between 2 and 3 cents per acre) depending upon <br />final costs. City staff budgeted time and overhead will cover the 25% of costs not passed <br />on to the development project costs. <br />4.0 SUGGESTED COUNCIL ACTIONS: <br />4.1 Review AUAR consultant work plans and costs. <br />4.2 By motion, direct staff to complete contracts for the completion of the AUAR study of <br />the recommended "concept" and "retail scenario" amendment to the Comprehensive <br />Plan for Twin Lakes as presented, with and costs not to exceed $54,000 (DSU) and <br />$39,500 (SRI?) without Council approval; and authorize the Mayor and City Manager to <br />sign the contracts after review and approval by the City Attorney. It is understood that <br />the AUAR work plan is to include the basic recommended "concept" and include a <br />separate study scenario for the Regan parcels located in the southeast sectar (estirnated <br />27 acres) that would identify the impacts of a`Big Box Retail" use based upon the 1988 <br />master plan that included this area as retail. <br />4.3 By motion, approve the funding sources as follows: The City will initially charge the <br />study to the Community Development Professional Services Budget with deferred <br />charges to be attached on a per acre basis to all developable parcels, collectable at the <br />time of major project building permit issuance. Based on the January, 2001 adopted fee <br />schedule, 75% of the total costs for AUAR engineering, planning, financial feasibility, <br />legal, and environmental investigation will be charged to individual projects at the tirne <br />of major building permit issuance.
