City of Roseville Twin Lakes A UAR Letter of Agreement January 18, 2001 2
PROPOSED SCOPE OF WORK
The work scope presented below includes the tasks we believe necessary to complete the
Twin Lakes Draft AUAR. The tasks follow closely the items required for response in the
AUAR. The services to be performed by the DSU and the Project Team in the
completion of the Twin Lakes Draft AUAR will be divided into three phases, as follows:
PHASE 1: AUAR ANALYSIS
Task O.L Initiation Meeting. Prior to commencing the AUAR, DSU will attend and
facilitate an initial meeting with City staff and consultants to discuss the roles,
responsibilities, and schedule for the AUAR.
Task 0.2. AUAR Order. DSU will work with the City staff and City Attorney in
preparing an appropriate resolution ordering the AUAR for adoption by the City Council.
Tasks 1, 2, 3 and 4: Project Title, Proposer, RGU, and Reason for Preparation. The
Draft AUAR will set out clearly the name of the project, identify the City of Roseville as
the Responsible Government Unit (RGL, and note the contact person(s) for comments
and questions, as required by the EQB Rules.
Primary Responsibility: DSU
Task 5: Project Location. The project location will be graphically depicted and
described in tet form.
The following maps will be included:
. USGS 7.5 minute, 1:24,000 scale map indicating the project boundaries
. Boundary Map and any sub-districts used in the AUAR analysis
. Land Use, Planning and Zoning Maps (in conjunction with items 9 and 28)
. Cover Type Map (in conjunction with item 10)
. Additional maps as determined desirable
Primary Responsibility: DSU and Engineers
Task 6: Description. For each major development alternative covered in the AUAR, a
description should include the following: Anticipated types and intensity (density) of
residential and commercial, warehouse, and light industrial development; and
infrastructure planned to serve development (roads, sewers, water, stormwater system,
etc.) Roadways intended primarily to serve the adjoining land uses within an AUAR area
are normally expected to be reviewed as part of an AUAR. More "arterial" types of
roadways that would cross an AUAR area are an optional inclusion in the AUAR
analysis; if they are to be included, a more intensive level of review, generally including
an analysis of alternative routes, is necessary. Information about the anticipated staging
