Request for Council Action
Date: 02-26-01
Item Number: C— 3
Department Approval Manager Approval Agenda Section
, Consent
Item Description: Approval for the Fire Department to become a member of the North Suburban
Regional Mutual Aid Association.
Background:
Pursuant to the Joint Exercise of Powers Act, Sec. 471.59, Minnesota Statues, the Roseville Fire Department
participates in giving, and receiving, mutual aid with neighboring fire departments. Currently, our collaborative
efforts are provided through a Joint Powers Agreement with the Capitol City Regional Mutual Aid Association,
which includes fire departments in Ramsey and Washington Counties. We have had considerable success in
sharing resources with Ramsey County fire departments. We would like to expand our participation by
developing collaborative efforts with f1Te departments located in Hennepin County. In December 2000, we were
extended an invitation to join the North Suburban Regional Mutual Aid Association which represents 28 ftre
departments in Hennepin and Anoka Counties.
The stated purpose of the North Suburban Regional Mutual Aid Association is: "To provide to its members,
through the collective resources of the Association membership, assistance in fire prevention, suppression,
investigation, public education, personnel training and disaster control, in accordance with the contract terms
between the Association and each member."
Policy Implications:
Roseville Fire Department would be eligible to give, and receive, mutual aid under a Joint Powers Agreement with
the North Suburban Regional Mutual Aid Association.
Financial:
Membership fee of $100 per year. Funding would come from the fire department operating budget.
Staff Recommendation:
Staff recommendation is for council to authorize the Joint and Cooperative Agreement for use of fire personnel
and equipment with the North Suburban Regional Mutual Aid Association.
Council Action Requested:
Motion to approve the tire department's request to enter into a Joint and Cooperative Agreement for use of fire
personnel and equipment with the North Suburban Regional Mutual Aid Association and to authorize the Mayor
and Acting City Manager to sign, subject to the City Attorney's review.
