REQUEST FOR COUNCIL ACTION <br />DATE: 02i26/01 <br />ITEM NO.: H-1 <br />Department Approval: Manager Reviewed: <br />• <br />Item Description: Continued Public Improvement Hearings-2001 PMP <br />Agenda Section: <br />Hearings <br />Background: Public hearings were held on February 12, 2001. Hearings for the following projects <br />were continued to February 26, 2001: <br />P-ST-SW-01-09 Neighborhood 18 West Owasso Boulevard, Victoria Street to City Limits <br />P-ST-SW-01-10 Neighborhood 15 Josephine Road, Hamline Avenue to Le�ngton Avenue <br />Prior to the public hearing, staff worked with neighborhood committees to develop a"toolbox" of <br />roadway upgrade options. Staff surveyed each neighborhood to determine the relative public support <br />for each option. Copies of the survey results are attached. Based on the testimony and Council <br />discussion at the public hearings, the following issues are of concern: <br />West Owasso Boulevard <br />. Street Width <br />. Appropriateness of Public Landscaping Project <br />. Need for on-street parking <br />. Size of the proposed storm sewer assessment <br />Josephine Road <br />. Street Width <br />. Appropriateness of Public Landscaping Project <br />. Cost of clustered mailbox option <br />. Cost of paver brick crosswalk and pathway upgrade <br />In response to the discussion at the public hearing and in consideration of the original neighborhood <br />survey results, staff has revised its project recommendation. It is proposed to retain the basic 26-foot <br />wide roadway with parking bays. However, it is proposed to make the parking bays 1 foot wider than <br />originally proposed. The proposed additional landscaping has been removed. The only landscaping <br />currently proposed is the replacement of trees to be removed during construction. Finally, the <br />proposed pathway along Josephine Road would be constructed of concrete rather than bituminous. The <br />following table summarizes the current project recommendation: <br />
