REQUEST FOR COUNCII, ACTION <br />DATE: 3/12/O1 <br />ITEM NO.: C-3 <br />Department Approval: 1�Tanager Reviewed: Agenda Section: <br />Consent <br />rI <br />Item Description: Resolution approving plans and specifications and ordering advertisement for bids <br />for 200 1 Pavement Management Program (PMP) contracts <br />Background: On Monday, February 26,200 1, public improvement hearings were held for the 2001 <br />Pavement Management Program. Following the hearings, the City Council approved the construction of <br />each of the proposed projects. The next step in the process is for the City Council to approve plans and <br />specifications and authorize the advertisement for bids. The work proposed for 2001 has been assembled <br />into two construction contracts, Contracts A& B. <br />2001 Contract A: <br />P-ST-SW-01-10 Neighborhood 15 <br />P-01-04 Mill & Overlay <br />Neighborhood 17 <br />Neighborhood 4 1 <br />2001 Contract B: <br />P-ST-SW-01-09 Neighborhood 18 <br />City of Shoreview Project 01-0 1 <br />A proj ect location map is attached. <br />Josephine Road, Hamline Avenue to Le�ngton Avenue <br />Aglen Street, Woodhill Ave to County Road C2 <br />Grandview Avenue, Cul-de-sac to Rice Street <br />Matilda Street, Cul-de-sac to County Road B2 <br />Woodbridge Street, Rice Street to Grandview <br />Woodbridge Circle, Minnesota to Cul-de-sac <br />West Owasso Boulevard, Victoria Street to City Limits <br />West Owasso Boulevard, City Limits to North Owasso Blvd. <br />The City of Roseville will be the contracting agency for the West Owasso Boulevard Project. <br />Construction, engineering and inspection will be provided by the respective city. An agreement between <br />the City of Roseville and the City of Shoreview outlining the proj ect responsibilities will be brought to <br />the City Council for approval in May, 200 1. <br />Policy objectives: State statute requires a Council resolution approving plans and specifications and <br />ordering the advertisement for bids for a11 public improvements to be assessed. Since a portion of the <br />2001 PMP costs will be assessed to benefiting properties, the adoption of this resolution is required for <br />the projects to proceed. <br />Financial implications: In order to encourage competitive bids and minimize administrative costs, it is <br />desirable and practical to group projects into large construction contracts. Contract A is made up of <br />Josephine Road reconstruction and the City mill and overlay projects. Contract B include both <br />Roseville's and Shoreview's West Owasso Boulevard Projects. <br />
