i ` � <br />Request for Council Action <br />Date: 04/09/2001 <br />Item Number: C-3 <br />Department Approval Manager Approval Agenda Section <br />�'�� �/� Consent <br />Item Description: c.,oN PROJECT JOINT POWERS AGREEMENT <br />Back�round <br />The City of Roseville, as part of the State of Minnesota Criminal Justice Defense Network (CJDN) Upgrade <br />Project, was provided certain equipment that was used to set up the network connections to the State for CJIS <br />access. This equipment was given to the City (designated as the agency) with the understanding that it would <br />become agency properiy and that a11 further maintenance and support would come from the agency and not <br />the State. A Joint Powers Agreement officially transfers the equipment from the State of Minnesota to the <br />City of Roseville. <br />Policy Implications <br />The Council's policy has been well articulated that the City shall engage in cooperative agreements where it is <br />in the community's best interest to do so. As this connection is required for the Roseville Police Department <br />to participate fully in the upgraded network, and as a result of the equipment provided by the State of <br />Minnesota, law enforcement not only in Roseville, but throughout the north metro area will benefit. <br />Financial <br />The only fiscal concern is the maintenance required by the City, and it is determined that most of <br />that service can be rendered by city staff resulting in no increased cost. <br />Staff Recommendation <br />Staff recommends approval of the CJDN Project Joint Powers Agreement, transferring ownership of <br />certain communications switch equipment from the State of Minnesota to the City of Roseville. <br />Council Action Requested <br />Motion approving the CJDN Project Joint Powers Agreement and to authorize the Mayor and the <br />Acting City Manager to sign the agreement upon a final review by the City Attorney. <br />
