REQUEST FOR COUNCII, ACTION <br />DATE: 04/09/0 1 <br />ITEM NO.: II- 1 <br />Department Approval: 1�Tanager Reviewed: Agenda Section: <br />tM Iiearings <br />� ll <br />Item Description: Public Improvement Hearings-County Road C& Rice Street Pathway <br />Background: As a part of our 2001 Construction agenda, there are two pathway "in-fill" segments <br />proposed for construction. Both projects were brought to the City's attention by residents concerned with <br />pedestrian safety. Prior to individual hearings, staff will present general information regarding <br />construction, standards, and costs for each proj ect. <br />The first pathway segment is along the north side of County Road C from Western Avenue to Woodbridge <br />Street. It was originally brought to the City's attention by residents in the neighborhood north of County <br />Road C. These residents were concerned about safe crossing of the road to get to Acorn Park This item <br />has been before the Council at two worksessions. Council directed staff to pursue the construction of a <br />pathway along the road with a dedicated crosswalk at the entrance to Acorn Park Staff received a grant <br />from the Minnesota Safety Council for a portion of the overall pathway cost, we have also looked at the <br />feasibility of constructing the pathway along this corridor. At this time we are proposing to construct a 5- <br />foot wide concrete pathway. This deviates from the City Pathway standards, however, since this pathway <br />is a localized collector, staff feels that a variance is appropriate. In the attached memo we detail the costs <br />associated with the proposed pathway, as well as alternative designs and their impacts. Staff has also <br />received the attached memo from residents directly adjacent to County Road C. <br />The second pathway segment is along the west side of Rice Street from Minnesota Avenue to County <br />Road B. This segment would connect the existing Rice Street pathway north of Minnesota to the existing <br />pathway south of County Road B. Staff received Community Development Block Grant funds for the <br />entire cost of this pathway segment. At this time, we are proposing to construct a 5-foot wide bituminous <br />pathway. Again, this deviates from the City Pathway standards. However, due to the constraints of <br />topography, right-of-way and the existing bridge over Rice Street, it is not feasible to construct an 8-foot <br />wide pathway for this segment. In the attached memo, we detail the costs associated with the proposed <br />pathway, as well as issues, alternatives, and their impacts. At this time, we have not received any <br />feedback from the adjacent property owners regarding this proposed "in-fill" pathway segment. <br />
