1��i <br />�� <br />Project Memo <br />2660 Civic Center Drive Roseville, Minnesota 55113 (651)490-2200 f'ax: (651)490-2275 <br />DATE: <br />TO: <br />FRO1�T: <br />SUBJECT: <br />April 5, 2001 <br />City Council and City Manager <br />Debra Bloom, Assistant Public Works Director <br />CITY PROJECT M-0 1- 13 — County Road C Pathway <br />This project memo contains information describing the proposed construction of a pathway on the north <br />side of County Road C between Westem Avenue and Woodbridge Street, with a crosswalk at Matilda <br />Avenue (see attached location map). This proposed pathway originated as a request from a resident of <br />Neighborhoods 2 1 and 23 and was brought to the Council for discussion at two worksessions. <br />Existing Conditions <br />County Road C is a County State-Aid Highway with an e�sting pathway along its south side from Long <br />Lake Road, in western Roseville, to the eastern city limits at Rice Street. For the segment being <br />considered, the e�sting pathway is 5-foot wide and made of concrete. With a�erage daily traffic on <br />County Road C measured at 9000 vehicles in 1997, non-vehicular tra�elers in Neighborhoods 2 1 and 23 <br />must cross this busy thoroughfare to access the e�sting path and Acom Park. <br />At the intersection of County Road C and Rice Street, there e�sts a stoplight to control the flow of traffic. <br />Otherwise, traffic control is limited to signage and a crosswalk at Galtier Street. Thus, a safety concem is <br />present for those wanting to access the e�sting pathway and Acom Park, to the south of County Road C. <br />All along this segment of pathway there are residential homes. We invited the property owners directly <br />adjacent to the proposed pathway to an information meeting in February. At that meeting, we discussed <br />the impacts that a pathway would ha�e in front of their homes and we received feedback from the <br />neighbors regarding the proposal. <br />Proposed Pathway <br />Staff considered the existing conditions for this corridor in our analysis of this proposed project.
