���5�1:��LE <br />Request for Council Action <br />Date: � j �;�vl <br />Item Number: � ^ 2 <br />Department Approval 1�Ianager Approval Agenda Section <br />y'/f/j �/�j Consent <br />G �/� ��� <br />Item Description: Federal Emergency 1�Ianagement Agency Assistance to Firefighters' Grant <br />Back�round: The Federal Emergency Management Agency is offering a new grant program to fire <br />departments for the purpose of enhancing their ability to protect the health and safety of the public as well as <br />that of firefighting personnel facing fire and fire-related hazard. The grants will be awarded on a competitive <br />basis. Congress has made $100 million available for the fiscal year 200L To be eligible, the grant <br />application must be submitted by May 2, 200 1, <br />The new grant program has six different categories an applicant can choose from. Each applicant is limited to <br />grant requests in two categories. The two categories we have chosen based on our greatest need are: <br />l. Wellness and Fitness Programs for Firefighting Personnel <br />and <br />2. Fire Prevention Programs <br />Policv Imnlications: The fire department currently provides a very limited firefighter wellness and fitness <br />program. This has been identified by staff as an opportunity to improve on-the job performance and longevity <br />of our personnel. We intend to have our application focus on physical exams and immunizations for all <br />firefighters. The fire prevention program grant will also focus on firefighter safety, as we apply for funds to <br />purchase and install mobile data computers in fire apparatus that will give firefighters access to pre-plan <br />information, such as occupancy, hazardous chemicals, and utility shut-off locations. <br />FinanciaL• The grant requires a 10% match from the City of Roseville. If awarded the grants, the fire <br />department will fund the match from operating and capital funds. The Wellness and Fitness Grant Application <br />request is $39,000, which would require a$3,900 City match. The Fire Prevention Program Grant Application <br />request is $116,000, which would require an$11,600 City match. Match funding is expected from the current <br />operating budget of the Fire Department. <br />Staff Recommendation: Staff recommends the application for grant funding for these two firefighter health <br />and safety related purposes with understanding that the Council will have the option, if the grants are received, <br />to determine any long term obligations which may be expected. <br />Council Action Reauested: Motion to authorize the fire department to apply for the Federal Emergency <br />Management Agency Assistance to Firefighters Grant in the amount of $155,000. <br />
